The Master 100-Ton Near Coastal license is a significant step up from the OUPV. You can operate vessels up to 100 gross tons, carry unlimited paying passengers, and operate up to 200 nautical miles offshore. The exam is substantially harder: 120 questions covering 9 topic areas including Celestial Navigation and Engineering & Machinery — two topics that don't appear on the OUPV exam.
