USCG Deck General: What's on the Exam and How to Study It

What Is the Deck General Section?

The Deck General section of the USCG captain's license exam is essentially practical seamanship knowledge — the hands-on skills and theoretical understanding of operating a vessel safely. It's one of the broader sections on the exam, and experienced boaters often find it more intuitive than COLREGS or navigation math because much of it connects to things they've already done on the water.

For the OUPV, Deck General covers: lines and rigging, anchoring, boat handling, stability basics, firefighting, lifesaving equipment beyond the basic safety section, towing, and weather interpretation. For the 100-Ton, the section goes deeper into stability calculations and cargo handling.

Here's what the exam actually tests in each area.

Lines, Knots, and Rigging

The USCG exam tests recognition and application of common lines and knots — not the ability to tie them physically, but knowing which to use in which situation and what the correct terms are.

Know these knots and their uses:

  • Bowline: Forms a fixed loop that won't slip. Used for attaching a line to a ring, making a loop around a cleat, or any situation where a reliable non-slipping loop is needed.
  • Cleat hitch: Securing a line to a cleat. The exam may ask about proper cleat hitch technique.
  • Clove hitch: Quick attachment to a piling or rail, but can slip under variable load — not for critical applications.
  • Round turn and two half hitches: Secure attachment to a ring or rail, more reliable than clove hitch for sustained loads.
  • Figure eight: Stopper knot at the end of a line to prevent it from running through a block.

Line types and characteristics: Know the difference between nylon (stretches, good for docklines and anchor rode — absorbs shock), polyester/Dacron (minimal stretch, good for running rigging), and polypropylene (floats, good for throwlines but degrades in UV). The exam will ask which line type is appropriate for specific applications.

Anchoring

Anchoring questions appear consistently on the exam. The key topics:

Scope: The ratio of rode length to water depth (plus freeboard). Minimum recommended scope is 5:1 in calm conditions; 7:1 to 10:1 in rough conditions or for overnight anchoring. The exam will give you a depth and ask for correct rode length.

Anchor types: Danforth/fluke anchors (good in sand and mud, poor in rock), plow/CQR anchors (good holding in most bottoms, good in grass), and mushroom anchors (for permanent moorings in soft bottoms, not suitable for temporary anchoring). Know which anchor type works best in which bottom type.

Anchor drag indicators: How to know your anchor is dragging — taking bearings on fixed objects, watching your GPS track, feeling the rode. The exam may ask about procedures when an anchor drags.

Anchoring in current vs. wind: When current and wind are from different directions, the vessel will lie to whichever force is dominant. The exam may test understanding of how this affects swinging room and how to set a second anchor.

Practical boat handling knowledge — how a vessel responds to helm, throttle, and propeller effects. The topics most commonly tested:

Propeller walk (prop walk): A single right-hand (clockwise) propeller in reverse tends to push the stern to port. This is why vessels back to port more easily than to starboard. The exam tests whether you know which direction prop walk pushes the stern in forward and reverse.

Docking and undocking: Using spring lines to maneuver in tight quarters, the effect of wind and current on approach, and controlling the vessel with short bursts of power.

Man overboard (MOB) procedures: Immediate actions (throw flotation, assign a spotter, maintain visual contact), the Williamson Turn for returning to the MOB position in restricted visibility, and the Quick Stop maneuver. The exam tests sequence and technique.

Turning radius and stopping distance: Vessels don't stop quickly. The exam may ask about factors affecting stopping distance (speed, displacement, sea state) and the concept that a vessel in a turn has a different turning radius at different speeds.

Stability Basics

For the OUPV, stability questions focus on concepts rather than calculations. For the 100-Ton, you need to work through actual stability problems. Either way, understand these fundamentals:

Center of buoyancy (B): The geometric center of the underwater volume of the hull. This is where buoyant force acts upward.

Center of gravity (G): The point through which the total weight of the vessel acts downward. Loading heavy items high raises G; loading them low lowers G.

Metacenter (M): The point about which a vessel rotates when heeled. For a vessel to be stable, M must be above G.

Righting moment: When a vessel heels, a righting moment develops that returns it to upright — provided M is above G. If G rises above M, the vessel is unstable and will capsize.

Free surface effect: Partially filled tanks allow liquid to shift when the vessel heels, effectively raising G and reducing stability. Keep tanks full or empty when possible; avoid partially filled tanks in rough conditions.

The exam tests conceptual understanding: what happens to stability when you add weight high vs. low, what free surface effect means, and how loading affects the vessel's behavior.

Firefighting

Deck General includes firefighting knowledge beyond the basic extinguisher requirements covered in Safety. The exam tests:

Fire triangle: Fuel, oxygen, heat — remove any one and the fire goes out. Know how each extinguisher type works (CO2 removes oxygen, dry chemical interrupts the chemical chain reaction, water removes heat).

Extinguisher classes: Class A (ordinary combustibles — wood, paper, fabric), Class B (flammable liquids — gasoline, oil, paint), Class C (electrical equipment). A Class B:C extinguisher is required aboard most motorboats. Know why water should never be used on Class B or C fires.

Fighting an engine compartment fire: Shut off fuel and ventilation, discharge a fixed system if installed, or use a portable extinguisher through a port — don't open the engine hatch and feed it oxygen.

Weather and Sea Conditions

The exam tests basic meteorological knowledge — reading weather patterns, understanding fronts, and making go/no-go decisions.

Know the signs of an approaching cold front: Rapid pressure drop, wind shift (usually from SW to NW), cumulus building, temperature drop, squalls. Cold fronts move fast and bring the most dramatic weather changes.

The wind-wave relationship: Wind speed, fetch (distance over water), and duration all determine wave height. Waves continue after wind dies (swell). The exam may ask about sea state given wind conditions.

The barometer: Rapidly falling pressure indicates deteriorating weather. A rise after a fall indicates improving conditions. The rate of change matters as much as the absolute reading.

Studying Deck General Efficiently

Experienced boaters often find Deck General more intuitive than other sections because much of it mirrors practical experience. If you've anchored, docked in current, handled lines, or dealt with a rough day on the water, you have a head start.

The areas to study most carefully are the ones where exam language differs from casual usage — stability terminology, proper knot names, and the specific sequence of MOB procedures. Don't assume you know this section because you've spent time on the water. The exam will test whether you know the correct terms and procedures, not just whether you've done the activity.
